About Justin

In May 2014 I was elected as an Independent Councillor for the Swords Ward on Fingal County Council. I am the current Chairperson of Blackrock Institute of Further Education. I am also a Board member of the Dublin and Dun Laoghaire Education and Training Board. I am also a member of the Board of Dun Laoghaire Further Education Institute, Blackrock Further Education Institute and St Finians Community College in Swords.

I have over 12 years experience working in higher education policy and funding. I began my career in the HEA working in the Industrial Relations Unit before moving to systems funding, specifically funding for the Institutes of Technology Sector and Apprenticeships. Between 2009 and 2013 I worked as a project manager on various Labour Market Activation initiatives including helping to develop the Springboard initiative. I was also the HEA Project Manager for the European Globalisation Fund and delivered on five different EGF projects. I also worked in the Policy and Planning Section in 2014 with a focus on Horizon 2020.

I now work as the Enterprise Programmes Manager in the Irish Research Council. I was the previous Programme Manager on a number of European and Humanities based research programmes.

Between 2011 and 2016 I served as a Director of the Parklands Owners Management Company. Between 2015 and 2016 I served as a  Director of University College Dublin Students Union and University College Dublin Students Union Commercial Services in a voluntary capacity.

I have also worked in the hotel and retail sectors both in Ireland and in England.

I am also a member of the Apartment Owners’ Network which is a forum for apartment dwellers to meet and share their experiences of living in an apartment and the issues which we face.

I hold a PhD from University College Dublin as well as a Masters in Irish Politics and a BA in History and Politics. I am also a graduate of the Institute for Public Administration where I was awarded a Masters in Human Resource Management and a Higher Diploma in Public Management.

In my free time I enjoy taking part in many sports and I have taken on triathlon and marathon challenges for various charities over the last number of years and I’ve also taken on a white collar boxing charity challenge. I’m also a keen football fan and qualified as an FAI referee.
